Regional Planning Description:   

The Behavioral Health Reform and Investment Act (BHRIA) passed with bipartisan support during the 2025 legislative session. This landmark legislation takes major steps to strengthen and rebuild New Mexico’s behavioral health system through coordinated regional planning, accountability across all three branches of government, and active stakeholder engagement. Each region may identify up to 5 behavioral health priorities and request funding to implement a four- year plan.

You will need to submit this form for each Behavioral Health Priority you have.

 

In this section of the application, applicants will be asked to share their behavioral health priorities. Each priority submission should describe a specific behavioral health need within the region and outline the proposed strategy to address that need through regional planning and investment.

Priority submissions will be reviewed individually, so applicants should ensure that each proposal provides sufficient detail and justification on its own. 

You will have the opportunity to review and edit each priority submission before finalizing and submitting the full application.

In this section of the application, applicants will submit a high-level overview of their Regional Plan. This includes:

  1. An overview of the region, including identification of the Accountable Entity and the primary contact for this application.
  2. All required and supplemental attachments, as identified in the proposal document in Section 7.3.

Each region may propose up to five (5) behavioral health priorities that reflect the most pressing needs within their region. For each priority selected, applicants will complete a separate proposal outlining the proposed strategy, implementation activities, partnerships, and anticipated outcomes over the four-year planning period.

Within this section of the application, you will be asked to select the number of priorities you intend to submit (up to five). The proposal questions will then be repeated for each priority selected, allowing you to provide detailed responses specific to each priority area. 

 ⚠️ Each priority must be submitted individually and will be reviewed independently. Logic Models and Evaluation Plans will be collected in the priority submissions.
